I have shared access from a private road to my property, my neighbour owns the private road but according to my deeds he should give me full access and egress at all times. We have had a serious argument over a different matter and in retaliation he has dug up a block paved area directly outside my property so that I can't get in or out with vehicles. He gave me a few hours notice to remove our cars in writing saying that he was carrying out drainage work for which he has no planning permission. We removed our cars and he proceeded to dig up the paved area which he has now left, telling my wife it will take around 12 months. I have contacted the police and the council who say it is more of a civil matter. A solicitor has read our deeds and confirmed in a letter that we should be given full access and egress at all times. He still refuses to do anything. Am I within my rights to move the paving to one side so that I can at least get in or out of my property as we are at our wits end or I have to take court action. If I win the court action will he have to reinstate the paving and what is to stop him obstructing my access and egress again. Any help would be appreciated

Given your spelling of neighbour and your username, I suspect you are not in the US. Not only is that important, exactly which state you are is important as well. This site deals with US law and within that, each state has varying laws so narrowing it down a bit is important so to be able to provide anything reasonably reliable.
