Developer Never filed Condo Assn Bylaws! How do we unit owners fix this?!

What is the name of your state (only U.S. law)? FLORIDA

My Condo Association was finally "turned over" to unit owner's control with many procedural necessities overlooked by the developer, not the least of which was never filing the official Condo Association Bylaws with the state. We have a small building with 8 units. The developer currently owns 4, all of which are going into foreclosure. The developer also failed to handle Condo funds property, leaving the Association in debt and the unit owners on the hunt for all legal and financial history documents. We, as unit owners, now acting as an Emergency Interim Board of Directors (We understand FL law to allow for no election if there are not enough individual owners available to "compete" for a spot on the board). We have also sent out notices for a formal election and first ever annual meeting to make things more official. My largest question at this point is: how do we file bylaws with the State of Florida? We understand that this must happen immediately (its 3 years overdue!)

Also, could you help us understand forcing the developer into receivership?What is the name of your state (only U.S. law)?

**A: the members need to hire their own HOA attorney to advise them.
