Discrimination of people who applied for visa's

Can the federal government be suied for discrimination against people who have applied for Visa's and are waiting to become citizens if our government grants any kind of amnesty or gives work visa's to the illegal immigrants that are here?

Or Can the government be suied for discrimination against American workers that have been displaced by illegal immigrants weither they get amnesty or not?
