My response:

Being in jail doesn't mean that he's cut off from the rest of the world; i.e., he has access to a telephone.

Therefore, write him a Certified Return Receipt letter to his jail, informing him that he has 30 days to make telephonic arrangements with someone else to have his stuff removed. That, upon the 30th day, if his belongings are not removed, you will consider them abandoned, and give them to a charity; e.g., GoodWill Industries. If you do, make sure you get a receipt listing each and every piece of property you've given to charity.

Good luck to you.
