Disputed info listed on Credit Report

I'm sure my problem is one that must have been addressed prior to my post, and I went back as far as this system would allow, but was unable to find an answer to my problem, so please allow me to apologize now for any inconvenience.

My nightmare begin on 1/19/06 which is when I rec'ed an extremely cryptic letter from some scumbag CO agency named CBCS out of Ohio. The letter advised that I somehow had an outstanding bill with a NJ utilites company (PSE&G) in the amount of $728.19, and as most of these letters advise, it stated that I had 30 days to dispute any or all of this provided that I forward a letter stating as such.
Not knowing anything about any outstanding balance, I immediately contacted PSE&G and s/w a service rep. I honestly thought that this was some kind of a scam. The rep searched for my info, and advised that "YES", they had an outstanding balance listed with my name and my ss#, however, the address was one that I had never lived at nor had I acquired service for . It seemed to the rep that this was a case of ID thief, and suggested that I write a letter to their accounting department and include some items that were sent to me at my correct address where I was living at the time of the infraction. At the time, I too thought it was ID Thief, but never closed the possibility that it might have been some kind of error on PSE&G's part.

So, I typed up the letter, including these mailed items and also went as far as to send them a copy of my then most recent credit report showing all of my previous address' (mind you, none of them showing the address in question.) I sent this letter and all of the attachments to both PSE&G as well as CBCS, and sent them registered, signature required. Both of these letters were received by their respective parties on 2/6/06, well within the supposed 30 day time frame.

Fast forward to 3/14/06.
Not hearing anything from either party, I decided to be kind and allow these institutions time to do whatever investigation that was necessary to clear this up,(and being naive) I thought that this might have been straightened out.
Now, just out of curiosity, and also since I will be applying for a car loan in the very near future, I decided to pull up my credit reports, and low and behold is the listing by CBCS posted on 2/06 for this matter! To add to this, the item is not showing that it is in dispute or under investigation anywhere.

I have made several calls to PSE&G (the original creditor) and have gotten nothing but a royal run around from both the service reps as well as supervisors in which all they will tell me to do is to go back to the police department of the town that this all took place in and file an ID Thief report which upon calling them, I was advised to contact my "Now" local police department. This happens to be the state police of NY. I called them and was told by them to go back to Nutley! (around and around we go!)

So now, after all of this long and fustrating story, I guess my questions are:

*Who do I seek assistance from in order to get this matter straightened out with PSE&G? (if anyone can answer this)

*How do I get this taken off of my Credit report as it does not belong to me.

AND

*Should I chose to pursue the matter of the violation of the CO, who do I contact?

First thing I would do , is send the CRA's A letter of Dispute of the Debt , Attaching all letters , and proofs as to addresses , and request it either be removed , or noted as disputed .

Next , call or contact a higher up in administrative at the Police Dept's., and explain your delema , and find out how to report Identity theft , or call your local Congress or Senate representatives Office .

A final note though , I could probably set up an account at any address I wanted to , as long as I paid the bill , who cares If I live there or not .

If PSE&G won't cooperate, call the Public Utilities Commission in NJ and talk to them, they regulate the utilities.

*How do I get this taken off of my Credit report as it does not belong to me.
Dispute it as 'not mine' but explain in detail WHY it's not yours and make sure you mention the possibility of identity theft. Be prepared then to fill out forms for the bureaus for the ID theft claim.
*Should I chose to pursue the matter of the violation of the CO, who do I contact?
Assuming you mean the collection agency.. they have vioalted the Fair Debt Collection Practices Act (FDCPA) by failing to mark the account as in dispute and they same violation pertains to the FCRA. The FTC oversee's both Acts, but they will not take individual action, though you can still file a complaint. Further avenues would be your State Attorney General - Elliot Spitzer is a real bulldog when it comes to consumer issues :).

I have been rewarded with GOOD results of CRA's violating the FDCPA & FDRA , when they refused to remove reports after clear violation .

Your local office of the OAG consumers Affairs will send you a complaint form to fill out and send back .
