What is the name of your state (only U.S. law)? Ohio

I am interested in information regarding obtaining a divorce from a spouse who is living in another country. We married in Pennsylvania ( 2000 ) and she left when I refused to pay /contribute to her daughter's wedding in 2002. I have not seen her since Nov. of 2002 , but appearently she returned to her home in Alberta Canada. Although there are no papers of LS , I was ordered to pay $400 a month for life ' spousal support ' from my disability pension but in 2008 I received a notice from the court stating that the court order had been withdrawn due to her failure to file some sort of papers. My pension increased to the full amount at that time .
Over a year later , I received notice from the state of Ohio where I currently reside, that the support would again be taken from my pension. The ' Family Services ' employee in charge of the case claimed that the order came from Pennsylvania ( Alleghney County ) but I received no notice from THEM, only Ohio. I protested and they withheld her payments for six months ( while still deducting the amount from my pension ) while I looked for legal assistance.
Truth is , I can not afford an attorney who can handle cases between Ohio and PA , let alone one who is able to accept cases between the US and Canada. Since the support has been reinstated , my health has declined to where I have a difficult time paying for my medications , I've had a number of mini-strokes , am diabetic and quite frankly , could use this $400 to help with my medicine and doctor bills.
It was SHE who abandoned the marraige , leaving me with a mortgage , plus payments for a car in her name. I'd really like to put an end to all of this so I can get on with my life.
Can anyone help ?

BTW , I was forced to declare bankruptcy to get out from under the house mortgage, and the car was ' repo'ed ' . . . I was unable to do anything to stop that because it was in her name only , and wasn't ' joint property ' .

"Can anybody help?" isn't specific enough. What do you need to know?

You really need an attorney. See if there's a legal aid service in your area.
