What is the name of your state (only U.S. law)? NJ

Need to re-write will. Savings accounts have husband & wife's name listed. I believe the accounts are set up ... WROS. Funds are from marital assets.

Can the will state how the funds are to be allocated if i don't want the funds to actually go to the spouse.

Your question is better worded in the title than it is here ("Can the will..." vs "Does will override".)

In other words, no matter what your will says, any accounts that are held WRoS with another person automatically becomes the sole property of that other person when you die.
