Dog Attack

My 12 year old daughter was attacked by a dog the summer of 2003. I never sued them at that time because I was on medical assistance and all expenses were covered. However, now that my daughter is 12 she wants reconstructive surgery. Can I do anything about this now? She has a huge scar on her arm. She was in the hospital a week because it was infected so badly.

What can I do now?
