What is the name of your state (only U.S. law)? Wisconsin

I sold a domain name to someone on ebay a year and half ago. For whatever reason the guy would never complete the transfer process at the domain registrar. He asked me to change the name servers which I did but ignored my request to transfer the name to him. I finally gave up and changed the domain owner information in my account to his. He listed the name at Sedo.com hoping to sell it I guess. It redirected there to their generic page.

I had forgotten about it until Godaddy notified me it was expiring soon. I'm unable to reach the idiot. I decided to renew it because I was worried I'd some how be legally responsible if the name expired. I changed the domain owner back to my information and returned it to the old name servers with a message on the homepage to him to get his name. It's been many months now and I recently put up a new site for it so I could at least try to earn the domain renewal back. I'm not really sure what to do. Can I just resell it? If I let it expire at the end of this year would I be legally responsible for anything?

I've sold many names on ebay and everyone takes ownership of it into their own domain registrar account. I don't understand why this guy would pay $70 and then never take ownership of the domain.
