And, Don, if you do return to unlock, please clarify:

My father left a will several years ago leaving everything to my mother
There was a clause in his will leaving only four grandchildren (each name mentioned) $5,000.
These are pretty much mutually exclusive. Or was it one of those cases where the deceased leaves everything to one person and then attempts to dictate what happens when that beneficiary passes away?

2) Who is the owner of the CD account?

3) Did your mother have her own will?

That you had a POA for your mother is now irrelevant. Your authority as her agent under the POA ceased when she passed away.

And, no matter who the funds go to, they will be subject to the PA Inheritance Tax - 4.5% whether it goes to you or the grandchildren.
