I live in Indiana, and I'm 20. I own my car and I have insurance. I have to wait 6 months to get my license, so it doesnt leave me a ton of options other than cabs which add up to a lot over time.

What would the penalties be for driving with just a permit?

A suspension of your permit and a long delay to get a driver's license...plus fines and penalties.

Sec. 1. (a) A person, except a person exempted under IC 9-24-1-7, who knowingly or intentionally operates a motor vehicle upon a highway and has never received a valid driving license commits a Class C misdemeanor.  However, the offense is a Class A misdemeanor if the person has a prior unrelated conviction under this section.

Class C Misdemeanors. A class C misdemeanor is punishable by up to 60 days in jail and a fine of up to $500.

I suspect there are administrative penalties including suspension of your driving privilages in addition to the penalties listed above.

Commenting on it saying highway, I dont drive on freeways, or highways. I stick to back roads. Will that have any impact?

No matter where you get caught, and you WILL get caught, the penalties will be the same.

Buy a bicycle, get a bus pass, carpool with others.

The bus system in Indianapolis is not very useful unless you live in the inner city. However, carpooling with a licensed driver over the age of 21 would be perfect, because then the OP could actually drive his car.
