DUI and interlock

Dui in colorado on 2011, revocation in 2013, attempting reinstatement now, they want interlock installed for 2 years, haven't driven since, haven't I fulfilled any laws of statute of limitations? I am also moving out of state soon for school, what are my potions or consequences?

Statute of limitations doesn't apply here. You must have an interlock device for a year AFTER reinstatement. You can't wait out the requirement by not driving.
No state will issue a license while you're restricted in Colorado.

Potions are what caused his problem. Probably meant "options".
