What is the name of your state (only U.S. law)? California

I've been having an dispute with a Neighbor about his wire that I damaged by accident, that runs through are condo. The problem has been fixed and was signed off by city. The permit was pulled by my Electrician not by me. The neighbor wants a easement so the wire can be inspected by him( We do have an HOA that covers this but he says it is not pacific enough), also wants a letter of responsibility. Do I have to do this?
Plus out of pocket expenses for his Electricians time, the tools the neighbor bought, and materials. Some of that time was spent doing temporary repairs in my condo. Am I responsible for all of this?

Does he own this wire or does the condo/hoa? If the wire belongs to the condo then he has no right to inspect the wiring. If it's his wire then I see no reason to not allow him or his electrician to inspect the work on a one time basis at his own cost. An easement? No.
Can he inspect this wiring without damaging the walls?
