Easement Surcharge Assist Needed

What is the name of your state (only U.S. law)? Here in Happy Camp California, we own two properties through which run the same private road. We have had an increase in the burden in many ways all stemming from an increased issue of drug dealing. There has been vehicles stopped and the driver seen up in the yard upon the CCTV system. Vehicles stop drivers window to drivers window and long conversations held between drug dealers and customers. The in and out traffic from known drug addicts is starting to become beyond the pale. It is all times of the day and night specially after the new shipments come in to the end property which is owned by a nonprofit organization from Irvine that under information and belief is a fraudulent scam. The Sec.Of State can not find the internet displayed Tax Exempt number and it is reported that when intoxicated she brags about how much money her husband makes off this illegal organization. There has been property damage ranging from the pulling out of property boundary stakes to running vehicles into drainage ditches, pushing boulders meant to keep tires out of the drainage into the drainage... to bringing heave equipment through to fill in the pot hole so they can speed through faster and at the same time filling in the drainage ditch so now the roadway is eroding away. The drug traffic is on foot, on bikes, on motorized bikes, quads, motorcycles, and vehicles both registered and unregistered. We see known and wanted fugitives coming and going. We have witnessed drug deals on the roadway with little children in the vehicles. They have parked on the dominant tenements property and walk into the drug houses when the snow is too deep to drive all the way. Our household is disturbed by the loud talking ambulating tweekers in the wee hours that wake up the dogs. PLUS the litter is disgusting. We have found drug baggies, used condoms, piles of human feces, beer bottles both whole and broken, beer cans, bags of fast food containers, rib bones, flashlights, machete, wrenches, screwdrivers, unsmoked marijuana cigarettes, and used diapers.
i am disabled and exist solely upon an exiguous SSD allotment therefore have been slogging along attempting to learn what i can on my own. That which has been ever so eye opening was Easements Harry Miller revised 2006 by Kenneth Styles or the part that was sent to me by a friend. From what i can gleam the servient tenement can stop the surcharge or increase in burden of the dominant tenement. i am unclear as to how. Please assist me in understand the proper steps in order to so.
