elder abuse please help

What is the name of your state? washignton

I need help my mother is 80 years old and my sister and my mother old attonery made my mother sign a power of attoney to my sister and now my sister is hiding my mother from me and file false harassment orders agents me. My mother is being verbally and mentally being abused by my sister. My sister is going to far as to giving only 12 to 15 oz of fluids a day to my mother. I need help because the law enforsment is not helping because one of my sister that is doing the abuse is a cop in another county. Can anyone help, or tell me who to contact????

I have notes from my mother previous caregiver that my sister fired. I sister stated to the caregiver that her doctor told my sister that my mother was to have resticted fluid intake. So my sister got a 16 oz pitcher and in the morning she would fill it up and if the caregiver gave my mother any other fluids during the day to take that much out of the pitcher of water. I contacted her doctor and he stated that he NEVER told my sister to restrict her fluid to 16 oz a day. Only restrict intake 1 hour before bed. The picture was on my mother table the last time my mother was at her house. I still have the copies of the note from my sister to the caregiver. Thanks
