What is the name of your state (only U.S. law)? Oregon

My children are both covered through my employer sponsored group health care.

The custodial parent signed the children up for the Oregon State Health Plan, even though there has been no lapse in coverage.

According to the site - Qualifications, Eligible Children "Talk with a Real Person 9 to 8pm"

it would appear this coverage is only available to children with no other coverage, except in extreme circumstances (which don't apply).

Is it possible that because my ex's income qualifies under the no-cost category that the children qualify for this program, even though they already have coverage provided through my employer? It's a little unclear.

The state coverage would be secondary to yours regardless. Make sure the medicaid carrier is aware that they have other coverage so they do not pay as if they are primary.

Thanks - that's just what I've done. There's an attachment for Absentee Parent Info, and an attachment for detailed Insurance info. I filled them out plus printed off proof of enrollment to include. State should have all info now.

Plus, My daughter's provider is reprocessing the last three bills to go to my provider first, then the State as secondary.
