Employee Handbooks vs State Statutes and Civil Rights

Can any employer (ANY) repeat (ANY) employer create an employee handbook with sanctions that has parts of it that violate civil rights? I am not talking about a law enforcement agency. I am from Michigan.
"Under the color of necessity" can such a handbook be created? Will the courts enforce these employer policys and "guidelines".? If this can be done what is the justification? If not, then what....

I am lost. Any employer can create a handbook. But it also has to comply with laws.
