Is it legal under the guise of reorganization for a company to come up with a new organization chart with all new positions. These positions all pay less than today and the company is requiring all employees to apply for these new jobs.

Unless there are employment contracts, or union issues, to the contrary, the employer can set up his business as he/she sees fit. And yes, they can even change it.
