Can a company have an employee tuition reimbursement program and discriminate (not allow) those employees that receive government education benefits? Also, the MGI Bill that technically may or may not be a government benefit (you have to pay $1200 in own dollars, etc)What is the name of your state?

Employees who receive government education benefits are not a protected group so yes, an employer may "discriminate" against such people.
