employer changes timecards

my brother works nights for a gas station he has been working there for 3 years in this time the employer has been taking advantage of him because he has a felony. There is a huge homeless encampment less than 10 yards away and they harass customers, shoplift, vandalize the restroom, and mess with employees. They make my brother do security as well as cashier/ customer service. The first 2 years he would work almost every night and the employer would subtract the double time hours and adjust them so they wouldn't have to pay the double time hours. He now works security for a night club and works at the gas station 2-3 nights a week. He has photos of the timesheets before and after the employers do this adjustment as proof of hours worked. my questions are:
1) would the labor board be able to take care of this issue
2)shouldn't he get hazard pay for doing this security for the gas station
3)is there any statue of limitations for this since it has been 1 or 2 years since he stopped working full time and switched to part time
