Employer retaining tip money

I live in Pennsylvania. I work for a cleaning company. This time of year we receive tips for the holidays and it's supposed to be for the past year of work. Some customers have consistent teams, others get random teams or have had team changes this year. When customers tip some write a cleaners name..others write the company name. This year all cards must be bought back to the boss after cleaners collect from customers ..including ones addressed to individuals. This way my boss can split tips to appropriate individuals who cleaned each home. Question is, can a boss hold tips addressed and handed directly to individuals.

The boss can pool and distribute the tips to the employees eligible to receive them. Retaining tips for the company or for ineligible employees is not permitted. Yes, even tips directed to a specific employee can be put into the pool.
 
It was common practice in Las Vegas for all the casino car valets to pool their tips and divvy them out at the end of the shift.
