My name is Alex Gura, I’m from a Ukrainian design, engineering and construction company, we are specialized in industrial construction (L'Oreal, Danone, Bunge, Dyckerhoff, Chernobyl confinement, etc.).
Currently, we would like to provide our construction teams to construction sites in Germany, so I would like to scope all the legal intricacies.

So, back to the point:
Is it possible to lease Ukrainian construction teams to Germany according to the German Labor Lease Act (Arbeitnehmerüberlassungsgesetz) and what are the requirements? Shall all the workers apply for some kind of a working permit and what are the requirements?
Please note that the salary the workers will obtain is payed by the Ukrainian company.
Is it acceptable the workers to be payed under the Law of Ukraine and at the rates that may not meet the minimal requirements in Germany per hour?
If the workers need working permits, is it ok to provide the contract between the companies (Ua-De) for the application?
Is it possible to work for over 8, 10 hours a day?
As I believe, the standard working hours are 8 per day. Can an employee work over this time? Will any specific rates apply? What is the top limit a person can work per day?
As we found our there is a The Fachkräftezuwanderungsgesetz “skilled labor immigration law". What are the specifics? Will it change the requirements for obtaining working permits for nonskilled workers, etc.?
What are the special requirements to lease employees in construction? Is it generally prohibited?
