I was heading home last night from my part time job around (10:25pm). A thunderstorm had just past through earlier and had reportedly done some damage to houses close to where I live. I was driving mind you on a pitch black wet road and had finally reached a traffic signal. When I looked up behind me, I noticed that a police officer was there. The light had not turned green for about a minute, but as soon as it did he pulled me over. He said I was going 62 on a 45 road. I asked the officer where he had clocked me and he told me on a hill looking eastward. His lights were off and he admitted that he was on a hill when he clocked me (not in direct sight or peripheral view). My question is this: Was he correct for scanning me on a hill with his lights off? Can this be considered entrapment? Also, was he in the right for waiting till I was near the town borderline to pull me over? Please reply with your advice.
