What is the name of your state (only U.S. law)? In Texas, I have met with a potential client and their current technician has installed software that prevents other technicians from being able to work on the systems at the business. The business aquire their systems through him and basically the business would like to get away from using him as their technician. The question is, is what this technician illegal or only morally and ethically vile?

I do not see that the technician did anything illegal or unethical - but a lot depends on the type of contract the client has with the technician and who owns the software that was installed.

Based strictly on what you have posted, it appears to me that the technician is protecting his own software (and potentially his job). I do not see in your post where the client can't choose to hire another technician, though.
