2 weeks ago I left my job due to harsh treatment I was receiving from my manager. I was advised by other managers in the company that she was trying to get me to quit so she could give my job to her roommate. Working with this woman was making me physically ill and was causing me problems at home, so after she threatened my job and made it clear that she didnt' want me there I left the company. During my time working there other employees had left as I did and all received their paychecks via mail. I waited for a week and still no check. I was informed that they were holding it until I came in and got it from them and filled out some "forms" that they wanted filled out. My ex-manager knows that being around her makes me ill and I feel she is trying to force me to come back into the store so she can "mess" with me some more. Is she allowed to withhold my check from me and force me to fill out her forms to get it?

No, she is not. But there are two ways you can solve the problem. You can take the easy way, which is to go in, fill out the forms, and most likely be handed your check then and there. Or you can take the hard way, which is to file a complaint with the state DOL, wait for them to do the investigation and find in your favor, and then wait for her to release the check which she may or may not do immediately. You have every right to do it the second way, but you'll probably get paid a whole lot faster if you do it the first way. Your choice.
