What is the name of your state (only U.S. law)? New York (Upstate)

I currently work for a company that contracts with Fedex Ground/Home Delivery, 60% of the drivers that work for this company earn less then the $727.

How does the Minimum Exempt Weekly Salary – New York State apply to drivers making less then $727.50/week or does this rule get overruled by Fair Labor Standards Act?
