Am I correct with this statement:

Once an arrest has a disposition, regardless of the charges or age of the defendant and has been expunged/sealed by the courts, it can still be revealed by private services that are paid to do research checks on their data bases since it was a matter of public record at one time?

Depends on how 'deep' the private services want to check.... but, yes, there is always a chance that some small fact(s) will remain 'in the system'.
