John has gotten an expungement(s) in State A for several misdemeanors that did not result in convictions. Laws of State A permit multiple expungements so petitioner can clear a record if thet do not result in convictions.
John now lives in State B. John wishes to seek expungement in State B for a non-prosecuted misdemeanor - wants to clear the record esp. since there was no prosecution. Laws of State B say that a person can get an expungement if they have not gotten one in any other jurisdiction.
Question: if John applies for an expungement in State B, will they be able to find any records of his previous expungements in other states, even though the expungements were for dismissed charges only - not convictions? And if so, how?
If records are indeed expunged in any state, which is supposed to mean they don’t exist any more, can they still be discovered by another state, or any other entity searching for them, and if so, how?
