I slid on ice driving below speed limit and crashed.... I later got a citation for failure to maintain control of vehicle. There was no officer at the scene, a trooper called more on the phone when I was in the ER I have a court date.. can they do that?

Yep - your crash was evidence that you failed to maintain control of your vehicle.
