illinois. if a parent cannot be located can a grandparent become responsible for minor? can grandparent enroll minor in school? how can a grandparent get identification for minor, birth certificate, copy of social security card(have number)? can grandparents put minor on health insurance policy? does grandparent have to petition court for rights over minor?

You would be wise to file something in court for custody to protect yourself and they child. A court order would prevent the parents from coming in years down the road and taking the child and give you all legal rights as the parent of the child.
