What is the name of your state (only U.S. law)? MN

I received an offer from my electric company in the mail, a weatherization evaluation that if I use electric and an electric water heater I'd qualify to be part of the weatherization program.They would give free florescent light bulbs, weather stripping, shower head and the evaluators would let me know what else I would need to weatherize in my house-all for the price of $100.00. So I signed up (did not pay yet), but I found the letter I received today from the electric company interesting. It said because I missed three payments the last year I don't qualify. My credit score is 825 and I did miss them because I was horrible at looking at my email when the bill came but i paid them in full and very quickly after I noticed. I hate being late on bills! I had them switch to paper mail to avoid another late payment. It took me a few times to realize getting bills through email doesn't work for me. Can they legally tell me i can't be part of their program because i was late on bills? I've been a customer for 15 years and paid them on time almost always. I feel for the people who would like to have their house weatherized and be part of a good deal but can't because they missed payments. I would think their whole purpose of the program was to lower costs (that's how they advertised) Is there anything legally wrong with this or do I just get a weird vibe about it?

The electric company can determine who qualifies for their program and who doesn't.

Especially in the states that experience extremely cold winters, like Minnesota (and Michigan), there will always be more people who could benefit from weatherization programs, and who under the guidelines are eligible for the programs, than there is assistance available. The Minneapolis site mentioned that there were approximately 6,000 area-referrals/applications a year but only funding for about 325.
