Forcing to Take Lunch - Non Employee Contractor

New York - I'm a IT consultant working for a gov't agency in nyc, the client has told me not to work more than 7 hrs daily and to mandatory unpaid hour lunch break based on their rules . Since I'm not an employee, can they force me to take an hour lunch break ?

I suppose you could just tell them to bugger off. Of course, you may find yourself seeking a new place to work.

Do you prefer to work a straight 7 hours with no lunch and then leave?...Because that would be your only other option since they do not want you to work more than 7 hours per day.

Do you have a written contract that addresses what you do and when you do it?

Are you working a full workweek at the client's location, under the client's direction?

Is it possible that you are being missclassified as an IC and really should be an employee?

Wouldn't surprise me that a government agency is doing that. Government agencies have been known to be corrupt.
