formal complaint against police officer???

It seems my son (just turned 18) is being followed and/or harassed by a local police officer. Back in February this particularly "young" officer wrote out a summons for underage drinking to my then 17 year old son, who blew a 0.01 breathalyzer. Actually my son had been home 15 minutes prior to this arrest and was home sick most of that day, having taken cough medicine just prior to leaving the house. All this was brought out in court, and my son was found not guilty of underage alcohol consumption. On the night of this incident, the young officer bragged to several of my sons friends whom he met at a local convenience store that he had gotten (my son's name not used) for drinking.
Since that day, the same police officer has sat in his cruiser behind my son's car for at least half an hour, while my son waited to pick up a friend from work in a parking lot. He has pulled my son over for what he called "suspicious driving", banged on his car windows, and demanded that my son get out of the car. When this incident occurred another police officer witnessed it and proceeded to stop the officer's actions and tell my son to get back in the car and continue toward his destination.
Most disturbing is the fact that this "Young" officer often pulls over teenage girls just to talk. He recently told two girls that when my sons turns 18 he plans to beat the ---- out of him because he is a Pussy. He also stated that he hates our whole family.
One more fact, our older son went to high school with this officer and there was bad blood between them. It now seems my younger boy is paying the price for a sour relationship that occured 10 years ago between the officer and my older son.
What can I do?

A normal dose of cough medicine will not affect a breath test. Had your son taken the cough medicine immediately before leaving the house, the 15 minutes that elapsed would eliminate the possibility of any residual mouth alcohol.

If the officer's actions are as you described, then I would suggest speaking with his supervisor.

Thanks you for your reply. Your comment about residual alcohol left in the mouth after 15 minutes is true--unless the person wears a dental bridge!!!
My son does.

I live in Texas in a very small community. My son (16) had a friend who had a similar situation occur. I witnessed one particular occasion when the officer (who responded to an call of loud music and ther wasn't any, I know I live close by and was outside) Handcuffed my sons friend, drug him across the yard, crushed his cell phone on the ground and pepper sprayed the boy and his younger brother (14) when they weren't even resisting. I saw all this. I am scheduled to testify this in court in a couple of month. The officer has been suspended from duty until the trial is over.
The officer has also harassed my daughter (18) and pulled her over 4 times in 3 months, just to tell her something trivial, and I believe because she was driving a sports car and is pretty.
Try talking to your district attorney or your county sherrifs department. There are charges you can file, I'm just not familar with them. I just wanted you to know you're not alone in something like this happening.
 
I have had the same thing happen to me but not as a kid or with my kids.

My then husband was jail for 6 months for drunk driving. A highway patrolman took it upon himself to park in my back yard. I called the supervisor and told him. We actually had to set up a little sting operation (all over the phone) in order to catch him. I lived in town, right behind a big hotel and I had a scanner. the captain called me and then the officer. when the captain heard the officer over the phone on my scanner, he knew the officer was lying about his location. The officer got fired.

Go right to his supervisor and strongly complain

I guess small town police forces are hurting for good help everywhere. Thank you for your replies. My husband and I are drafting a formal letter of complaint against this police officer right now.
