Former owner won't return dog

Dog escaped from owner's yard and dropped off as a stray at vet office. Former owner was contacted by vet, they picked up the dog. Now won't return dog to current owner, claiming the dog was in poor body condition and had parasites. Current owner willing to treat if that is actually the case. Former owner does not dispute purchase of dog, would give a monetary refund but current owner wants the dog returned. Does former owner have any claim to the dog? How should the current owner proceed if not?

The vet contacted the original owner because the dog has a chip? How long was the dog loose before being turned into the vet?

Are you the current owner or the former owner?

If current owner, do you have a sales receipt? Were any conditions placed on the sale?
