i would like to know if a foster parent may sue for custody or adoption on the basis of the best interests of the child. both parents are incarcerated and drug addicts and father wants baby placed with paternal grandmother until he is released. does foster parent stand chance in court? it is an exceptional home in washington state. does the father have to complete any parenting or drug programs before he gains custody? can the foster parent have the child removed from the home because of a legal battle?
