Fraudulant collection wont go away

What is the name of your state?Washington. Many years ago (1999) my husband introduced a friend to one of his neighbor who was selling a car. His friend bought the car but didn't get the title because the people had to get it out of their safe deposit box. A couple days later the car broke down and got towed. The friend never bothered doing anything because it was a $100 car. Months later my husband was contacted by a collection agency saying he owed for the towing bill. He tried to explain that he didn't own the car and was told that the neighbor had told the towing company that they had given it to him as a gift. His mother tried to take care of it. She contacted the Dept. of Licensing and even got a noterized letter from the friend stating he was the one who actually purchased the car. She sent all of this to the CA (and didn't bother making copies) and they said it would be taken care of. All was well other than getting rejection letters when applying for car laons and credit cards ( he assumed this was because he had no credit history at the age of 18-22 ) Recently our isurance agent mentioned to me that our rates would go down if we got a collection on our credit report taken care of. I acquired a copy of our credit report and found the collection from 1999 was still on there. I got copies of records from the DOL showing all vehicles that have ever been in his name (the vehicle in question was not on there) and requested validation, I sent it certified and got the confirmation of receipt in the mail. Two months later I sent another request for validation. I finally got it a few weeks later. They continue to call and make threats weekly. I got a letter from the DOL saying they had no documents showing ownership of the vehicle by my husband and am sending this to them although when I spoke to the guy on the phone and told him i was sending the letter he said he didn't want any more "crap" from us. He also said he was going to have my husband's license suspended and inform his employer of that(my husband is a truck driver) Can they do that? I am lost and do not know how to proceed, please help! Thank you.

Whoever called the towing company is liable for the bill.
 
The car was NEVER in your husband's name??? How did the CA get his name in relation to this collection?

You have done well to DV these idiots. Did any of the DV letters you sent out contain a limited cease and desist?

I'd report them to your state's AG, BBB and FTC.

the state patrol had the vehicle towed. They got my husbands info from the neighbor. after she found out the vehicle was towed she filled out a change of ownershipand put down his info and that it was a gift. we requested to only be contacted in writing in all of the letters we have sent them, but they keep calling. I tryed reporting them to the AGO, BBB & FTC. They were not any help because the CA just sent them copies of the change of ownership as their proof.
 
I think your next step is going to have to be to send the CA an intent to sue letter. Detail out the FDCPA laws they have broken. Ask for $1000 per item.
File in small claims if you have no movement from the CA.
