What is the name of your state (only U.S. law)? Michigan

A radio ad running says they offer you their program free. All you have to do is complete a survey. In order to get it free, you have to pay them, fill the requirement, then ask for a refund. Is this legal? Wouldn't this be considered deceptive? This ad has been running this way for a long time.(the company is Total Transformation) I remember reading about Mcdonalds being in violation of a law when they advetised a free oder of fries with saying that you had to purchase something to get it.

Completely legal.

In my opinion many of the ads on Sirious/XM (at least the channels I listen to) are for sketchy products.
