From what date does derogatory information expire?

I've asked this question before on numerous occassions but have yet to receive an educated response.

I have a credit card opened January of 1997 with the date of last activity showing as December of 1997. The first derogatory information being reported to my credit file concering the account occurred in I believe March of 1997. (Was 18, blah blah irresponsible whatever) Anyway, I'm waiting for this account to expire.

FROM WHAT DATE does the FCRA require the account to be purged from my credit files? DATE OF LAST ACTIVITY or DATE OF FIRST DELINQUENCY or.... ?

ALSO...

The balance on this account has not been satisified. Even though it was charged off realistically I still owe the charged off amount since it technically is still a valid debt. I' m curious if after the account is removed from my credit file if it can be re-listed since it is an unsatisfied debt or if the FCRA prevents delinquent accounts from being re-reported after their 7 year time period allowance of existance on consumer credit files.
