I was just wondering, can the functionality of a website or a website idea be patentable if there is no other website that has this same functionality on the web?

"Functionality" is not patentable.
"Process" is patentable if it's novel and non-obvious.
If you're considering this, a good patent/IP lawyer would probably be necessary. While you might self file a provisional patent, things get busier after that especially if you're going to try to defend the issued patent.
