Fundraising scandal?

A non-profit organization in Michigan recently asked its employees and other people to donate to a special Christmas fund that had been set up to support three families in need. It raised over $9000 but decided to give each of the three families a $1,000 gift certificate from Meijer and split the rest of the donations between other families.

Was it legal for that organization to raise the money for one express purpose -- to support three families in need -- but then decide do otherwise with the money? Does Michigan and/or federal law require that the organization use the money for *precisely* the purpose it specified in raising
the funds?
