Getting HOA fee's from owners

Hello,

I live in a very nice condominium association in Maine. Unfortunately, we're forced to pay high HOA fee's as there are only a total of 8 units. Out of the 8 only 5 units are paying. I'm the VP of the HOA and am wondering what type of action can be taken. We've perused one of the owners in court and the most we could do was put a lien on the property, which doesn't help us unless it sells. Our insurance is very high and it's important that we keep the money coming in as there isn't much to begin with. Is there anything else we can do?

**A: hire the meanest sob pit bull HOA attorney to start legal action to include litigation, obtaining a judgement lien and forclosing on the property.
