What is the name of your state (only U.S. law)?
Iowa
I got a speeding ticket on a road in my university's campus. I have contacted the university police, the city's police, the Iowa board of reagents and have discovered that the speed was originally set in 1984, then 1991, and again in 2007. Nowhere does it state how it was set. If a speed or traffic study was not done, can I get my ticket thrown out for the speed limit being arbitrarily set?

What was the speed limit? How fast were you going? How was your speed determined by the officer?

The posted speed limit was 25. I thought I was going around 30. He claims I was going 38.

25 on a university road will almost definitely be seen as reasonable, regardless of any traffic study. The fact that you can't testify with any certainty as to how fast you were traveling doesn't help you at all.
