What is the name of your state (only U.S. law)? Michigan

In 2007 my girlfriend, 18 yrs old, lived at home. I was a police officer. I took some topless photos of her while I was working one night. Several months later her mother found them in her room, and turned them over to my boss which cost me my job. The City Manager stated he would return the photos to her mom after a month or two. He never did. In October of 2008, we talked with the police chief and my girlfriend asked for her pictures back. He said he would mail them to her. He never did. This week, a background investigator for a local police department was checking with my past employer and she said the City Manager and Police Chief showed her these photographs. I want to know if them possessing the photos, not returning them, or showing them to others is a violation of her rights in any way or a violation of any other law?
