What is the name of your state? Michigan

Dad has inoperable cancer, and has been diagnosed with Parkinson's and dementia. The doctor has advised that my sister and get guardianship in order for him quickly. We have no clue how to go about this process. We will need power of attorney over his financial and health matters. I live in California, can we both be assigned as guardians (sister is in Michigan with Dad). Any help is greatlfully appreciated!

Your sister, unless she is ineligible, will be appointed as sole guardian because she is in MI with dad. Call an Elder Law attorney that does guardianships in the county in MI where dad resides. Be sure that Health Care Surrogate/Proxy is included.
