harassment?

What is the name of your state? PA our neighbor is not happy with us, we're putting up a fence, and he walks back and forth all day looking at the holes dug..lol which I think is funny, but this guy has nothing to do but be in our faces while we're out there, he now is taping us and taking pitcure. As I was being taped I just waved and posed for him, as for his wife she stood there giving me the dirty look, and as a good neighbor that I am I smile and wave. only to have her give me the middle finger..I was shocked.. she's a retired teacher..wow! their both retired and hate the fence thing. It's driving my husband nuts! I just wanted to know if there was any way I could have them for taping us?
