Neighbor allowed dogs to run on our property, we have county leash laws. Dh has talked to them 5-6 times; dogs chased cat up tree, cornered dh in portapotty when we were building, dogs have grawled and barked at dh and dd, been at our rabbit pens (2 rabbits were killed during building and we assumed were coyotes until we saw their dogs on their hind legs trying to get in the cages). Finally contacted Animal Control, they were given a verbal with next time being a $ fine. Then the neighbors have a weekend party with amplified guitars, drums, etc. and we have a noise ordinance. Asked them to turn down so dd could go to bed and they cracked it louder. We called Sheriff and they were talked to but nothing really done. Contacted our county comissioner who said Sheriff did not act properly and it would be enforced in the future. Now we know they are watching our every moves, especially me when dh is gone. Caught the man running into the treeline when I had a service man working at the house. The lastest is a religious statue placed at the corner of their property, facing our house (there house is at the front of their 10 acres and we are in the back on our land with an L-shaped property) and they come out peer onto our property and leave food offerings, flowers, etc. which I'm sure they do so we know they are back there. The lastest one is a small mirror placed again facing us and when we called law enforcement, they would do nothing except say it appeared to be harassment and to seek a restraining order. The scary part is they do it when I am coming or going so know they are watching us. (We live at the end of a deadend road.) I have taken photos of the man standing with his hands on his hips looking onto our property, and camcorded the woman placing the mirror, running into the treeline, laying in the bushes and weeds and when she saw I had the camcorder started moving her hands in the air and then raised up and asked, "Do you want me to smile?" So far they have not been back but think they are not home as they were coming around about 3-5 times a week. We are sure they will use the religious freedom act but the watching us and directing the statue at our home (even law enforcement stated it is weird they have it clear back here, pointing at us and not at their house.
Do we have grounds for an anti-harassment order? We have told them to leave us alone and the man told my dh that their son around 13 yrs old had mental problems and forgets to close the doors so the dogs got out. I am worried with a young daughter and never go outside until my dh is home. I hate living like this and know that they are watching us. A fence is not an option as we have no $ for a 900 ft fence that would have to be at least 10 ft tall due to ground elevations. We are planting trees and found a sorce for bamboo. There are covenants but no homeowner assoc. The other neighbor they are friends with had someone arested for 4th degree asault when the company tried to serve papers for small claims that he ripped them off for. We have great neighbors on the other side but they are not involved other then listening and would help if needed.

Keep in mind that they can do pretty much what they want on their property.

When their dogs come onto your property - call animal control

Post "No trespassing signs" on you property and when they come onto your property - call the police.
