stop the harrassment

i am married to a man who's ex-wife has custody of their daughter and has moved to vancouver, b.c. his x is constantly calling him and harassing him for no reason, threatening him and will not leave us alone. we have asked her not to call anymore to no avail. it is beginning to make us think that she is not fit to raise their daughter. can she be legally ordered to stop the harrassment? can we threaten to deduct allimony and or child support when she does this? she also has not kept up her end of the bargain to let my husband see his daughter. while he has visited her three times in the last 4 months, his x has made no efforts to bring the daughter to see him. he is incurring travel expenses from california to canada on top of (very expensive) alimony and child support that she should be sharing with him.
i have had it with this woman and i want the harrassment to stop. what legal rights do we have against this unreasonable behavior? can we legally force her to bring his daughter to visit us until we can get custody? can we legally force her to share the costs of his visits to see her? (they were ordered to split everything down the middle by ca law.)what can we do? my husband did not get a lawyer in their divorce and now she is running all over both of us.
