HELP Neighbor is driving us nutz!

Our neighbor is driving us nutz, we bought a house 1 yr ago. 6 months ago our neighbor decided to dig a ditch 155' long and 8" wide along the property to have the water run down the side where our sand mound is. the water is coming from the neighbor behind us both which is a open feild that fills with water at his property. he decided to put a 4"drain pipe in and have the water run across his property and empty onto our land. at the time we did not know where our property started and ended. 2 months ago we got it surveyed to put up a fence due to neighbor always watching what we were doing at all times. To our surprise his driveway is on our property at the begining at least 2" over. and he dug on our property. Ahhhh! we went to the township and they did nothing to him. we warned him not to step on our property again. Here's our problem, we filled up the ditch to keep the water from running down our property. he did this so it wouldn't run down his driveway. which he caused the problem in the frist place. his wife yelled I'm gona get mud on my shoes getting out of the car! well she would be stepping onto our property. When we started to take mesurements of the property on that side, he came out yelling, "your not going to put a fence up I wont allow it." ok this is our property and we are going by the rules of the township which is 6" from property line. we cant help it if he put his driveway over the 6" from property line rule. he's screaming he wont be able to get out of his car. should we worry about this? What can and cant we do? we really need Help!

Okay I can't help myself on this one. Tell those neighours to go blow some wind. They are the ones creating water destuction on your property, by avoiding the water damages on their own property. I'd just go right ahead an build your fence, an tell them to widen their own darn driveway, on their own property, not yours. As for the lady complaining that she gets mud on her shoes, tell her to go an buy some rubber boots when she needs to walk on her own property. Survey your property an have it staked out. Then if they want to trespass onto your lands, call the authoritys an have them charge em for that trespass. Don't play nice on this one. As soon as you see a bully at your driveway, stop his an her behaviors. Not their right to be treating you like that. Defend yourself.

state of PA. Ok, all I want to know is, Can this neighbor stop us from putting up our fence. we had the land surveyed and we know where our property ends. We got our permit to put up the fence. we dont care that his driveway is 2" over at one end. What we care is that if we put up the fence, that he will damage it with his car door. and this is not a cheap fence, it's costing us 10,000 to put up. And when we start that he is going to mess with the post before they set, for this guy is not to be trusted. should we get camera's on the property? This man is a retired teacher, go figure, he has nothing better to do than to make our lives misserble.. he thinks he's mayor. he goes around to the other neighbors complaining about us and our fence. I talk to no one here, I mind my own business, and would like to keep it that way. the husband made some friends here and that's how we found out what he's doing. Joy! this guy cuts his grass every other day during the summer, and if that aint enough to drive a person nutz, I dont know what is. And in the winter he blows all the snow from his driveway onto our property, on both sides of our property because he does the neighbor on the other side also. that's another reason he dont want the fence up, he wont be able to throw the snow over here. I'm ready to go postal with this so called man. it's not going to happen this year for I will be out there letting him know how it is. let him try and blow snow against our fence. look out!

Simple answer...
Yes. There are several scenarios where a neighbor can stop you from putting up a fence.
