What is the name of your state? Illinois

My husband has joint custody with his ex wife. One of his sons is coming up for the summer to work. We bought him an old truck for christmas (he's 16 y/o), he took it home with him to his mothers house. The truck is in his name only. The thing is, she is telling him he is not bringing his truck with him for the summer. I thought it odd that it is his name alone but it is. Can a 16 year old boy legally hold title on something? Does he have the right to bring his truck or can she stop him? I'm unclear and I have a feeling it is going to get ugly between my husband and his ex. I told him he needs to call her and discuss the situation with her but I'm unclear as to the legal standing on this situation. What is the name of your state? All parties involved live in Illinois.

The boy is a minor and must follow the rules where ever he is residing at the time .
