HOA and Termite repair/tenting

What is the name of your state? CAundefined
Our S CA Condo/townhouse complex with 41 units is 18 years old and facing major maintenance issues like termite tenting and repairs. After recent inspections show at least 15K for just the wood repairs required and another 40K for tenting in the coming yr, I hear from my Board Pres. that no action is planned until after the Sept. annual meeting. This major expense will use more than half the reserve account. There is no plan to raise the monthly fee which is too low at $200 per month to keep pace with future requirements.
How to I get my Board to call a special meeting? As an owner, can I send a notice to my neighbors to get enough support to call a special meeting to review the fees, reserves,etc. I am concerned because this delayed work may effect property values and the ability to sell if I chose to do that in the next few months.
